Remove legacy keycodes, part 3 (#18669)
* `KC__VOLDOWN` -> `KC_VOLD`
* `KC__VOLUP` -> `KC_VOLU`
* `KC__MUTE` -> `KC_MUTE`
* `KC_POWER` -> `KC_PWR`
