Remove legacy Debug keycode (#18769)
* `DEBUG` -> `DB_TOGG`, default-ish keymaps * `DEBUG` -> `DB_TOGG`, user keymaps * `DEBUG` -> `DB_TOGG`, community layouts * `DEBUG` -> `DB_TOGG`, userspace * `DEBUG` -> `DB_TOGG`, docs & core
