Remove legacy keycodes, part 6 (#18740)
* `KC_RSHIFT` -> `KC_RSFT`
* `KC_RCTRL` -> `KC_RCTL`
* `KC_LSHIFT` -> `KC_LSFT`
* `KC_LCTRL` -> `KC_LCTL`
