add bluepill mcu to splittest (#16959)
* add bluepill mcu to splittest
* fix typo
* refactoring
* mcu config goes to mcuconf.h of keyboard
* keymap specific config goes to keymap config.h
* keyboard specific depending of keymap goes to post_config.h
